Can I sue my neighbor over bird houses.?

He puts roughly 50 houses out that attract swallows and martins. Each house in filled with 2 birds and and after the young are born which they have at least 2 each.....well you can do the math and see my Hitch movie. I live on a small inland all sports lakes with houses pretty tight together. These bird houses are on our property line and the birds really only fly into my yard. The noise these things make and the feces they leave is incredible...especially on my boat. I have been swarmed and had waste dropped on me several times. Called the health department and DNR who have been no help. I've tried to talk to my neighbor but "he likes the birds". Any suggestions?
