Are budgies harder to tame and teach tricks when they are in a pair?

I am getting a 24x15x20.5 bird cage. I was wondering if I should get 2 budgies or one? I also want to teach one to do tricks and talk but I heard that you can't teach budgies to talk when you have a pair. Help me decide!
