Can you see uv ink in the day time?

I am just wondering if you cann see the outline of uv ink in the day time, i know you cant see the ink itself but can you see that something is there? I am very curious because i am only 16 and wont a tattoo but i dont want to hide it so i want to get a uv ink tattoo done to were no one can see it until i have a black light on. I really want a tattoo and im curious because i dont want to get it done then realize that you can still see the outline. lol I also was wondering how long the ink last and if it would cost more than regular ink?
